Metal scrap exports to Malaysia – New rules published

The Ministry of International Trade and Industry (MITI) require that all metal scrap exports to Malaysia are subject to pre-shipment inspection, require a Certificate of Approval (CoA), and are subject to post-shipment inspection before unloading the ship.

The Guideline specifies requirements of CoA issuance, pre-shipment inspection, post-shipment inspection for importation. The CoA requires a bank guarantee. The guideline includes [quality] criteria for metal scrap regarding scheduled wastes and other impurities. Certain grades of scrap metal are prohibited for import into Malaysia (eg crushed [baled] scrap). Here the key points:

  • The company importing the scrap into Malaysia has to be qualified for, and apply for the CoA.
  • Pre-shipment inspection to SIRIM* or any accredited Foreign Inspection Body (FIB) is required, before shipment.
  • Applications have to be made to SIRIM for the CoA, and Post-shipment inspection on board ship at the port of entry into Malaysia.

The method for a Foreign Inspection Body (FIB) to be accredited by SIRIM is included as well as fees and charges for the SIRIM inspection and CoA are given in the guideline.
